Meeting Procedures
The goal is a respectful, productive discussion in which as many people as possible have an opportunity to participate.
Participation and courtesy
- Please be respectful. Disagreement is welcome; personal attacks, threats, interruptions, and disruptive behavior are not.
- Let the moderator recognize each speaker. Please do not speak over others or call out from your seat.
- Keep questions and comments concise and focused on City matters. The moderator may redirect repetitive or off-topic remarks.
- Each speaker will generally have up to three minutes to ask a question or make a comment. This limit does not apply to the City’s response. Please ask one question at a time; additional questions may be permitted if time allows.
- When speaking in person, please identify yourself by name and the street where you live; a house number is not necessary. Please use the microphone so everyone in the room and online can hear. Silence phones and devices.
- Please avoid side conversations while others are speaking.
How questions will be received
- In advance: Questions submitted through the City’s Cognito form will be provided to the moderator before the event.
- In person: Attendees may sign up on site to ask a question. Staff will assist speakers and manage the queue.
- Online: Viewers may submit questions using the YouTube live chat during the event. Staff will monitor the chat and relay questions to the moderator.
- The moderator will generally alternate among questions submitted in advance, in person, and through YouTube, as available. Similar questions may be combined, and the order may be adjusted to keep the discussion balanced and productive. Submission or signup does not guarantee a question will be reached.
Moderator discretion and follow-up
- The moderator will manage the discussion, apply the rules fairly, and may make reasonable adjustments to the order of questions, speaking limits, or procedures as circumstances warrant.
- If a question requires research or cannot be answered accurately during the event, City staff may document it for follow-up.
- The meeting is expected to conclude by 7:00 PM. Questions not reached can be submitted afterward through the City’s usual contact channels.
